For marine infrastructure, there is the requirement for the applied paint or coating to protect steel from a salt fog test.  The latest version of ISO 12944 <Paints and varnishes - Corrosion protection of steel structures by protective paint systems> gives a guideline and requirement for the material and application. 

However, the end-users are still facing damage and failure on their assets, even though the material and application is fully compliant with the product specification and surface preparation requirements. Why is this?
